Buhari’s Approval Rating Nose Dive – Poll

President Muhammadu Buhari’s approval rating has slipped further from 32.8% in February to 31.2% in March, amid worsening economic crisis and crippling fuel scarcity, according to a new poll.
The monthly poll by Governance Advancement Initiative for Nigeria, GAIN, says more Nigerians again scored Mr. Buhari low on his administration’s handling of the economy, power and fuel shortage.
It is the second time the president’s rating dropped since GAIN in December started monthly tracking of performance of governments at all levels in Nigeria.
In earlier months, the poll found that majority of respondents did not blame President Buhari for Nigeria’s economic troubles. They blamed former President Goodluck Jonathan instead.
In January, the president’s approval rating stood at 63.4%.
The trend however shifted significantly in February as the nation’s economic crisis bit harder.
In March, which is the latest result, the poll said more Nigerians continued to blame Mr. Buhari not Mr. Jonathan  for the nation’s economic woes.
The falling rating was primarily due to petroleum scarcity, bad economy, power outage, and broken campaign promises, said the poll.

“A crippling fuel scarcity continued to affect individuals and business across the country, and had a concomitant effect on transportation and business costs,” said Malcolm Fabiyi, one of the poll’s coordinators, who previously served as a visiting professor at the Lagos Business School.
The president scored low on economy, power, and rule of law.
The poll also found that Nigerians voted the Agriculture Minister, Audu Agbeh, as best performing minister.
Ibeh Kachikwu, the Minister of State for Petroleum, who was voted best in February, slipped to third position, as a result of the fuel crisis, and his remarks that he was not a magician to end the scarcity.
The poll also reported lower rating for the Buhari administration’s anti-corruption war, with Nigerians disappointed by slow pace of prosecution and lack of convictions. There were also increased concerns about abuse of rule of law in anti-corruption fight.
The March GAIN survey was administered using electronic media. Eight hundred and seventy six (876) complete responses were received. The survey results have a 95% confidence level and ± 4% margin of error, according to the coordinators.

March was a very tough month for Nigerians, and a terrible one for the Buhari government. A crippling fuel scarcity continued to affect individuals and business across the country, and had a concomitant effect on transportation and business costs. The power sector continued to struggle, and for a brief period in March, there was zero power generation from the public power system. The Minister of State for Petroleum reminded Nigerians that he was “not a magician,” triggering a firestorm of criticism within the ruling APC government and across Nigeria. – March was another month of legal maneuverings in the courts, leaving Nigerians frustrated about the lack of results and convictions. All of these realities are reflected in the March polls.

Blackout, Cash Crunch Hits APC Headquarters

Visitors, staff and even national leaders of the ruling All Progressives Congress (APC) had a tough time coping with the performance of their official activities at the headquarters of the party following several hours of blackout and faulty generating set.
Our correspondent, who monitored events at the secretariat of the ruling party in Abuja gathered that apart from opening all the windows and doors of their offices to cope with the intensity of the heat, many others had to even hang outside because of lack of power supply.
Although the National Chairman, Chief John Odigie-Oyegun,received visitors and attended to official functions almost all day, he equally had a fair share of the hostile situation as he was said to have lamented the situation which he attributed to the faulty generator.
Speaking further, our sources said the chairman was even sweating while attending to visitors, adding that the harsh economic situation in the country is not only affecting the ruling party but also grounding several activities. “We have been like this since today. There was no power supply at the secretariat almost all day just as experienced in other parts of the country.
The staff are concerned about the situation but when the national chairman was sweating and receiving visitors under this condition, what do we do.
“If not because of the faulty generating set, the effect would not have been as pronounced . It is laughable that a ruling party like APC cannot fix a faulty standby generator.
It is a confirmation of the harsh economic situation. I don’t want to say that the party is broke but like the chairman confirmed some time ago, we are equally facing some financial challenges,” our source said.
Although all attempts to reach either the party boss or his assistant director on publicity including a text message failed, a staff at the headquarters, who spoke in confidence, however assured that the generating set would be fixed unfailingly today.
Meanwhile, the President Muhammadu Buhari Media Support Group (BMSG) has condemned the Peoples Democratic Party (PDP) caucus in the Senate over threat to make governance difficult for the President if the Senate President, Bukola Saraki is removed.
The group, in a statement signed by the national coordinator, Muhammad Labbo and the secretary, Cassidy Madueke, yesterday in Abuja, said: “It is totally unpatriotic for some senators to seek to compound the nation’s problems, at a period when the President and his team are working round the clock to fix the country from the rot the PDP administration left it.”
The statement further said it is on record that one Senator Clifford Ordia representing Edo Central had in a press statement stated that in their support for the embattled Senator Saraki “that they will make governance difficult should Senator Saraki be removed.
“We want to put on record that President Muhammadu Buhari does not interfere in the affairs of the Legislature and therefore should not be distracted from delivering the promised “Change” to Nigerians. “The President does not have a hand in the trial of Senator Saraki, as all institutions of government are allowed to carry out their responsibilities without let or hindrance,” he said.

MASSOB Ostracises And Banishes Nwodo And Wogu From Igbo Land

The Movement for the Actualization of the Sovereign State of Biafra, MASSOB, yesterday, warned former governor of Enugu State, Okwesilieze Nwodo and former Minister of Labour/Productivity, Emeka Wogu, not to set their foot on Igbo land, following anti Biafra stance allegedly adopted by the duo.

Shiite & Army Zaria Clash: Mass Burial For 347 Corpses Discovered

The Kaduna State Government said on Monday announced that 347 persons were killed during the Dec. 12 Shiite/Nigerian Army clash in Zaria. The Secretary to the State Government (SSG), Alhaji Balarabe Lawal, disclosed this in a government submission at the ongoing Public Hearing of the Judicial Commission of Inquiry into the clash. Lawal, who led a six-man government witnesses before the panel, said that 191 corpses were taken from the Nigerian Army Depot, Zaria, and were buried in Mando area in Kaduna. He said 156 corpses were also conveyed from Ahmadu Bello University Teaching Hospital (ABUTH), Zaria, to the same Mando area.

The SSG said the corpses of youth Members of the Islam Movement (IMN) who allegedly attempted to attack the convoy of the Chief of Army Staff, Lt.-Gen. Tukur Buratai, on Dec. 12, 2015, in Zaria. The state government said the corpses were committed into a single grave (mass burial) at the Mando area jointly supervised by the state government officials and about 40 men of the Nigerian Army, led by an officer in the rank of a Major. The SSG said 189 suspects were being prosecuted for alleged involvement in the Zaria crises while one suspect had died in custody. He said the state government had received several security reports from the Directorate of State Security (DSS) on the activities of the movement. According to him, several measures had been taken to address the situation before it finally escalated into the clash with the Nigerian Army. Another witness and Director-General, Kaduna State Interfaith Agency, Mr Namadi Musa, said the mass burial was conducted on Dec. 14 and Dec. 15, respectively, and it took the officials about six hours to complete the burial.

Fulani Herdsmen And Farmers Clashes May Cause National Crisis – Oshiomhole, Mimiko

The Edo State Governor, Adams Oshiomhole, has warned Fulani herdsmen and local farmers in the state to maintain the peace or face the wrath of the law.The governor said the state would neither ban grazing nor farming.

This was contained in a statement by the Chief Press Secretary to the Edo State Governor, Peter Okhiria, on Monday.He quoted Oshiomhole as saying this at a stakeholders’ meeting, which was convened to find lasting solutions to the clashes between the herdsmen and farmers in the state.The governor said if not properly managed, the crisis “can escalate beyond what we can manage quietly.”

He added, “Edo State Government will prosecute any rapist, any kidnapper, any rustler, who takes people’s cows. I think listening to all the stakeholders, whether royal fathers, farmers, Fulani herdsmen, everybody agreed that neither rape nor robbery, nor destruction of farms, nor rustling of cattle is acceptable.

2016 Budget: National Assembly Calls For Amechi Resignation

The Nigerian Senate has asked the Minister of Transport, Chibuike Amaechi, to resign his appointment as Minister or apologize to the Senate and Nigerians over the Lagos-Calabar rail project that has generated a lot controversies in the last 48 hours. Members of the National Assembly and the presidency have been at loggerheads after media reports alleged that the National Assembly members had removed the Lagos-Calabar rail project from the budget presented to it by President Buhari.

The reports alleged that the National Assembly members diverted the money meant for the said project to the Lagos-Kano project, favoring the Northern region. Speaker of the House of Representatives Yakubu Dogara and Chairman House Committee on Appropriation Abdulmumin Jibrin, via their twitter handles refuted the claims while the Chairman Senate Committee on Transport, Gbenga Ashafa, in a statement he released, said although the project was not included in the original budget forwarded to the National Assembly by Buhari, Minister of Transport, Rotimi Amaechi approached his committee to include the said project.

Buhari’s Government Is Nigeria’s Greatest Danger Since 1960 - Engr Martin Onovo

Presidential candidate of the National Conscience Party, NCP, in last year’s election, Mr. Martin Onovo has claimed that the administration of President Muhammadu Buhari is “the greatest danger to confront Nigeria” since Independence, even as he accused the government of being divisive.

I Work For Lagos Police Inspector, Robber Confesses

21-year-old suspected robber, Akeem Popoola, says a police inspector attached to the Special Anti-Robbery Squad of the Lagos State Police Command, Ikeja, uses him to swindle unsuspecting victims.

He said he had worked for the policeman, identified as Inspector Festus, aka Ijaya, for about four months before he was arrested.

The carpenter, who is currently in custody at the Agbado divison, Ogun State, was arrested for robbery and burglary. A mattress and speakers of a sound system were reportedly recovered from him in the Giwa area of Agbado on April 6.

He stated that apart from burglary, he used to collect phones from the inspector and he would later sell them.

He added that Ijaya and two others – Abbey and Aluko – would get the buyers arrested minutes later for buying stolen items.

Ijaw Youths Council To EFCC: Arrest Jonathan And Watch The Country Crumble To It Knees

The umbrella body of Ijaw youths, the Ijaw Youth Council Worldwide, has alleged that the Economic and Financial Crimes Commission is laying a foundation for the arrest of former President Goodluck Jonathan.

The IYC, however, advised the anti-graft agency to shelve any plan to “persecute” the former President, insisting that such a move would spell doom for the Muhammadu Buhari administration.

Speaking at a news conference on Saturday to mark the burial of a former Bayelsa State Governor, Chief Diepreye Alamieyeseigha, the IYC President, Mr. Udengs Eradiri, said most of the close allies of Jonathan had been arrested by the EFCC.
He particularly condemned the recent arrest and detention of Jonathan’s cousin and contractor, Mr. Robert Azibaola, over an alleged $40m contract fraud.
Eradiri said Ijaw youths would not allow Azibaola, Jonathan or any rising Ijaw leader to be persecuted by the EFCC, the way the Federal Government dealt with the late Alamieyeseigha.

El-rufai’s Religious Bill In Kaduna ‘Absolutely Wrong’ – Senator Shehu Sani

“It’s painful to receive this merit award when majority of Nigerians are still expecting good governance. Nigerians are facing lots of challenges and we the elected leaders cannot continue to give them excuses.
“They did not elect us to lament, they didn’t elect us to give them excuses. We were elected to give them good governance. I’m not the kind of person that will see black and say it’s white. Whether we are in same party or not I will not see wrong and say it’s right.
“I did that during the military era and I will continue to tell the truth even now. Nigerians spent hours under sun to vote for us and so we must not fail them. We must do what the people want and not what we want as leaders because they voted for us.
“This is why we say the proposed religious bill in Kaduna State is absolutely wrong and we will not accept anybody to licence any preacher because people have the right to practice their religion as enshrined in the constitution.

The Senator also urged Nigerians to pray for President Muhammadu Buhari’s administration to succeed, saying the president has succeeded in tackling the insurgents in North East.
“President Muhammadu Buhari is really working for Nigeria and for the masses of this country. Therefore, we must continue to pray for him to succeed,” he said.
Mr. Sani later announced the donation of N2 million for the completion for the Ansarul-Deen Youth Centre.

The Senator representing Kaduna Central, Shehu Sani, on Sunday criticised the religious bill by the Kaduna State government, saying it was “absolutely wrong.”
The bill, according to the state governor, Nasir El-Rufai, is to regulate public preaching in the state and to ensure violent religious sects are not allowed to thrive.
Mr. Sani, who has been at loggerheads with the governor over other programmes, however, said the government had no right to regulate or issue licenses to religious preachers in the state.
The lawmaker spoke shortly after receiving an award of excellence by the youth wing of Ansarul-Deen Society of Nigeria during their 40 years anniversary and fundraising programme.
He said it was painful for him to receive a merit award from the group when majority of Nigerians were suffering.

A two-year-old Nigerian boy who was found emaciated and riddled with worms after his family left him for dead has made an incredible recovery.

NNPC Withheld N824.7 Billion Oil Revenue In 6 Months Of Buhari’s Govt

A new report on Thursday said despite President Muhammadu Buhari’s attempt at ensuring transparency in the oil sector, the Nigerian National Petroleum Corporation, NNPC, still withholds billions in oil revenues from the government account.
The report by the Natural Resource Governance Institute, titled “NNPC still holds blank check” said that within the first six months of the Buhari administration, the NNPC withheld over $4.2 billion (about N824.7 billion) out of a total of $6.3 billion (N1.24 trillion) revenues realised from crude oil sales in the second half of 2015.
The withheld revenues represented about 66 per cent of the total revenue – $1.4 billion earnings from Nigeria’s regular crude oil exports for the period; $3.4 billion from domestic crude oil sales, and $1.5 billion from oil sold from the corporation’s upstream subsidiary, the Nigerian Petroleum Development Company, NPDC oil fields.
The report said only $2.1 billion (about N413.7 billion) was transferred to the Federation Account.
The group said the unremitted revenues for the six months was about 14 per cent more than the amount withheld by the corporation under the Goodluck Jonathan administration in the first half of 2015, and about 12 per cent higher than the share withheld in 2013 and 2014.
The report said the figure of unremitted oil revenues in 2015 contrasted sharply with 2005 figures, which showed the NNPC remitted about 68 per cent of its total oil sale earnings to the Federation Account and kept only 32 per cent that year.
The report said while part of the withheld funds was used for servicing Nigeria’s share of the joint venture operating obligations, the NNPC did not fully explain what the other retained revenues from domestic crude and NPDC oil sales were used for.
In general, the report said despite the on-going reforms in the oil sector, the NNPC under the present administration was still retaining a major share of oil sale earnings and spending at will.
Some of the reforms by the Buhari government, the report noted, have cut the number of passive, well connected middlemen that pocketed billions of oil revenues, while the administration has cancelled costly, unbalanced NNPC swap contracts as well as seek more efficient replacements.
The report lamented that recent announcements on NNPC reforms and the latest drafts of the Petroleum Industry Bill, PIB, by the Ministry of Petroleum Resources, failed to adequately address how NNPC and the government would share future oil revenues
“Until government establishes a clear, legally enforceable rule governing which revenues NNPC can keep and how they can be spent, oil sector corruption and waste could return to their prior devastating levels once the president (Buhari) leaves, or prices rise,” the report noted.
While encouraging government to push ahead with its reform plans for the oil sector, NRGI stressed the need for NNPC to adopt new financial controls and transparency measures for its subsidiaries, especially bordering on the several billion revenues retained each year from NPDC operations and its oil trading and marketing subsidiaries.
The Institute also called for the immediate replacement of the 445,000 barrels per day crude oil allocation for domestic refining with a fit-for-purpose mechanism for supplies to the country’s four refineries.
“The government should move to curb the corporation’s discretionary, unaccountable use of much-needed public funds. Until the government instates clear rules for NNPC financing, both the controversies and the underlying revenue leakages will persist,” the report said.
Describing the NPDC as one of the Nigerian petroleum sector’s “great black boxes”, the report said some of the oil from the company’s fields went to its strategic alliance partners, two of which were paid in oil for purportedly shouldering the company’s financial obligations.
From the production of an average of 30,000 barrels per day of Okono grade crude during the period, the report said NNPC retained all earnings ( about $12.3 billion over the past decade) from the offshore Oil Mining Lease (OML) 119 owned wholly by NPDC.
